People have always killed each other, and governments have not stopped this arguably, they make the problem much worse, as the wars of this century have shown.

Also, there are various steps that can be taken to lessen the risks of crypto anarchy impinging on personal safety. Strong crypto provides a technological means of ensuring the practical freedom to read and write what one wishes to.
