By this point, he has certainly already started the collection of rare and powerful technologies and artifacts that we find in the Arcanum, his vault on Nathema, etc. He or perhaps agents working for him, such as the Servants finds the Eternal Fleet disabled in deep space and is able to seize control of it based on how ARIES talks, we can be fairly sure that neither Valkorion nor his agents ever visited Iokath itself.

Star Wars theory: 1 forgotten Sith will explain Palpatine’s weirdest power
To both fans and reviewers alike, The Rise of Skywalker has been plagued by controversy with accusations that the film is riddled with plot holes, retcons, and inconsistent character development. What either category may not realize, however, is that the film shares many plot points with the overarching storyline in the Massive Multiplayer Online video game, Star Wars: The Old Republic. Specifically, there are more than a few similarities within the game's endgame expansion packs "Knights of the Fallen Empire" and "Knights of the Eternal Throne.
The greatest similarity, perhaps, is that both releases have been received with scrutiny and criticism. Both have their failings in the eyes of the fans, but both have their unique strengths and improvements upon the Star Wars story formula, as well. One thing that many Star Wars fans found disappointing about the franchise's ninth episode was the return of Emperor Palpatine. Many claimed that it invalidated Darth Vader's redemption and sacrifice at the end of Return of the Jedi.
Others pointed out that his reappearance seemed to come out of nowhere, with the previous films providing no clue that he survived. A similar twist occurred in "Knights of the Fallen Empire. It's fleet even possesses planet-destroying technology. It seems that emperors in this universe have some difficulties staying dead. Even if they share a penchant for showing up unannounced, Palpatine is a much more compelling villain than Valkorion.
Palpatine operated for years in the shadows of the Republic Senate, instigated a civil war, and led it from both sides. He wasn't absent, he was insidiously pulling the strings of entire populations to achieve ultimate power.
Valkorion, on the other hand, is more of the mustache-twirling variety. His motivation is also immortality, but his entire characterization is that of an impossible force for the player character to overcome.
He plays the role of ally, but it's more than transparent that he'll betray the player by the story's end. Palpatine was able to obscure his motivations from the entire Jedi Order and the Republic while remaining in plain sight. Nothing had been previously established regarding the impending danger the Eternal Empire of Zakuul presented.
It was simply a new, unprecedented threat. In The Rise of Skywalker , Palpatine is revealed to be supported by a massive operation of Sith cultists and catastrophic warships. Similarly, there was no indication within the storyline of the previous movies to demonstrate that he'd been accumulating this power base.
Interestingly enough, he even called his burgeoning cult the Sith Eternal. Regardless of how reasonably possible it would be to equip Star Destroyers with Death Star technology, its development and method of destruction were well established in-universe. Rehash or not, it's clear that ingenuity and progress led to the Sith Dreadnaughts seen in the film.
The Eternal Fleet, however, was built by a civilization whose ever-advancing technological achievements eventually led to their extinction. Valkorion simply found the fleet and used it to conquer. Therefore, the fleet was introduced to the storyline as abruptly to the man commanding it. It is established throughout the storyline of The Old Republic that the Emperor's survivability is dependent on his ability to hop from vessel to vessel, permanently possessing them as he does.
This becomes a threat to the player character, as he or she is the next target for the Emperor to inhabit. While the film is vague on the details , Palpatine's primary motivation for Rey in The Rise of Skywalker is a desire to inhabit her physical form as he had Supreme Leader Snoke before her.
The novelization of the film even reveals that the Palpatine presented in the film is a clone body occupied by his spirit. One of the biggest frustrations introduced in "Knights of the Fallen Empire" was the loss of the player's companions due to a time-skip. This meant while some familiar faces returned, the player was mostly interacting with an entirely new cast of characters.
For all its faults, The Rise of Skywalker continued with the same major players and progressed their development toward a logical end. There were a couple of exceptions, but most of whom the fans had become most familiar with received a fitting conclusion to their storyline. For those familiar with the game, it's been noted by many that the usurper Arcann is nearly identical to the film series' Kylo Ren.
Angry, vicious, and petty, both characters murdered their father out of a lust for power and seething jealousy over their place in the family legacy. Each character's role is also secondary to the protagonist, especially from their respective Emperor's point of view.
The only advantage for Arcann is that he debuted several months before Kylo Ren, making him the original angster. There has been plenty of backlash regarding the return of Palpatine and what that means for Star Wars lore, but one thing that cannot be denied is that he was unmistakably the same character featured in the previous trilogies.
His motivations may seem contradictory, but Ian McDiarmid brought the same energy and interpretation to this portrayal of the character. The same cannot be said for Valkorion. Without the game dictating it to be so, it would be impossible to recognize that this was the same Sith Emperor the player had previously defeated. From the voice actor to his appearance, there was very little carryover between the portrayals of the villain between chapters. While somewhat dependent on player choice, the showdown between Rey and Palpatine has the events transpire in a manner parallel to the battle between the player and Emperor Valkorion in "Knights of the Eternal Throne.
Both featured a redeemed character joining the battle , both showed the Emperor draining the protagonist to rejuvenate himself, and both resulted in the Emperor's defeat as his Force lightning is reflected back onto him.
However, The Old Republic featured their version of this confrontation three years before the film's release. Each of these storylines featured heroes battling the ultimate evil, and each showcased an emperor's almost supernatural mastery of the Dark Side of the Force.
The implication therein is a method by which they came to political power: they represent an unknowable threat. While The Rise of Skywalker used this opportunity to give fans an ending to a saga, The Old Republic continues its storyline with a tale of subterfuge and the return of another old enemy. At this point, it's hard to imagine that anything in the galaxy will be able to compete with Valkorion, and anything the developers try will likely seem like a rehash.

Now Cipher Nine's skills will be put to their ultimate test, joining a tentative alliance in their mission against a seemingly invincible foe Son of Emperor Valkorion, Arcann dreamed of a grander, more exciting future than the privileged life his father gave him. With his older twin brother, Thexan, he joined the Zakuul Knights at a young age, eager to prove himself. In an attempt to gain their father's respect, the brothers proposed a plan to test the strength of the border worlds between Zakuul and the holdings of the Republic and Sith Empire. Together, they were victorious, but Arcann suffered a serious injury in battle. Valkorion's indifference to their accomplishments pushed him over the edge--he attacked his father, only to be stopped by Thexan. Despite his deep love for his brother, Arcann turned on him and murdered him. Then he set his sights on the Eternal Throne itself

What else would it be? There was lighting going all over the place. Though he's kinda wrong on the bit about Palps, because he has several instances where he's precise and controlling of his power. AncientPower He only said it was more destructive and on a mass scale, whereas Valkorion's was a focused and controlled attack on Arcann.

Valkorion was an alias of the former Sith Emperor, Vitiate , used as a conduit to create a new faction more powerful than the one he left behind. He planned to use the Eternal Fleet to reshape the galaxy, the Sith Empire actually being used as a "side project", with the Eternal Empire being his actual plan. After Vitiate took all life on the planet Ziost , he retreated into Wild Space to the planet Here, he sent his sons to war against both the Galactic Republic and Sith Empire , eventually pushing both factions to the brink of extintion.
